This quote applies to everyone out there that has been asked a question (who can properly use there heads and don't have a disorder or fear that  stops everyday interaction). It pretty much means that everyone's opinions count and people who just sit around thinking that everything that they say is stupid, are just making themselves seem dumber by making it seem like their brains cant even formulate a simple answer. (Especially with the opinion questions.) Even "I don't know" is an answer if you think about it. If someone asks you "What do you think?" and you respond with nothing, then that pretty much means you're not thinking at all. (Got you there didn't I?)
For example: You're sitting in a Confirmation (PUT YOU'RE HANDS IN THE AIR CATHOLICS!) classroom and the teacher asks, "What do you think is the meaning of life?" One kid raised their hand and says, "to do your best, to love and to be loved." Pretty decent answer isn't it? Well, another kid raises their hand and says, "To survive reproduce." ………Not too deep but scientific. Then since no one raises their hands, the teacher decides to pick on (in the literal way and the bully way) people by calling them out. The first kid he calls says, "Uhh… to live?" They pretty much said what was in the question but at least they thought of something. But the fourth person the teacher calls on gets on my nerves. The fourth person when called just sat there (with the invisible drool falling out of their mouth)… and shook their head.
This varies with girls and guys if you notice. Girls, when the answer isn't in front of their pretty little faces, tend to bite their lip, look down, fix their hair, and either shake their head or begin to giggle. Guys on the other hand tend to yawn while shrugging, look away from the speaker, or just shrug their shoulders.
Everyone's opinion counts and those people who are too shy or scared should be able to say what they want to say. There is another quote that involves the world being a bad place because good men don't stand up to fix it, but I don't want to get to much into that one… I'm trailing off now aren't I..... well that's it then! Good bye! Remember your opinion counts too! Make sure you never don't have an answer! Wait that's not correct grammar…. Oh well! Bye!
